Technology Plans for E-Rate

Part of the process for public libraries applying for discounts on telecommunications, or Internet connections through the Universal Service fund's Education rate (E-Rate) program, is the development by applicant libraries of a technology plan. The program requires that libraries' plans be certified by the State Library.

Certification of a technology plan is good for three years (though you may update a plan at any time). Following is a list of libraries whose plans are currently approved, and the time frame for their certifications.

What's SLD FY?


If your library is not listed above, you should be aware that if you plan to apply for E-Rate funds in SLD FY 2006 (July 1, 2006-June 30, 2007) you will need to submit a revised or new technology plan for approval.

Read these tips before submitting a technology plan for your library

Most technology plans submitted to the Kansas State Library are approved as written. Of the few plans libraries are asked to resubmit, many are returned for one or more of just a few reasons. Review these pitfalls before you submit your plan and improve your chances of timely approval!

In order to be approved, technology plans, according to the fund administrators, must meet the standards and criteria of the following checklist:

  1. There must be identifiable and effective connections between the library's plan for library service improvements and related staff training and development.

  2. The plan must establish clear goals and a realistic strategy for using telecommunications and information technology to improve library service.

  3. The plan must have a staff training and development strategy to ensure that staff know how to use the new technologies to improve library services.

  4. The plan must include an assessment of the telecommunications services, hardware, software, and other services that will be needed to improve library service.

  5. The plan must provide for or project in a reasonable proposed budget, sufficient money to acquire and maintain the hardware, software, staff training and development, and other services that will be needed to implement the strategy for improved library service.

  6. The plan must include an evaluation process that will enable the library to monitor progress toward specified goals and make mid-course corrections in response to new developments and opportunities as they arrive.

SLD has recently reviewed the technology plan guidelines, and determined that although no changes to the above criteria are necessary, plan responses to criteria numbers 1, 2, and 5 are not always thoroughly addressed.
