DESIGNATION OF STATE OFFICIALS
(Federal Revenue Sharing Program -- FEA Reimbursement Program)

     WHEREAS, The State Statute K.S.A. 75-107 has authorized and directed the Governor to transact all the business of the State, civil and military, with the general government;
FEDERAL REVENUE SHARING      WHEREAS, It is necessary to designate a certifying official for the State of Kansas to certify to the legality and validity of boundary changes, governmental reorganization, or changes in the State statutes or constitution relevant to the computation of an entitlement of a unit of local government under the federal "State and Local Fiscal Assistance Act of 1972", P.L. 92-512, 5U.S.C. 301, otherwise known as the federal revenue sharing act; and
     WHEREAS, Federal Treasury Department regulations governing the payment of entitlements under Title I of said federal act provide in Section 51.23, paragraph (e), provides that the certifying official shall be designated by the Governor, and such certification shall be submitted to the Federal Bureau of the Census;

FEA REIMBURSEMENT

     WHEREAS, in accordance with the Federal Energy Administration Act of 1974 (PL 93-275, Section 7(d)) and the Special Energy Research and Development Appropriation Act of 1975 (PL 93-322, Chapter III), providing for reimbursement for costs incurred in developing and/or implementing energy programs and activities of the State of Kansas, a cooperative agreement has been entered into between the Federal Energy Administration and the State of Kansas over the signature of the Governor; and
     WHEREAS, said federal laws and cooperative agreement provide for the invoicing for reimbursement by a State official or department designated as project manager by the Governor; PROVIDED, however, that the Governor shall be the payee of all reimbursement funds received;

DESIGNATION
           

     NOW, THEREFORE, I ROBERT F. BENNETT, GOVERNOR OF THE STATE OF KANSAS, order, direct and designate the following persons to perform the duties prescribed by the applicable federal and state laws and rules and regulations, and this Executive Order, for the appointments set opposite their names, to-wit:
