Interlibrary Loan Development Program Guidelines
Changes in Place for ILDP FY 2009
Changes to the Interlibrary Loan Development Program (ILDP) for the next fiscal year have been announced by the State Library of Kansas. These changes follow recommendations made to the State Library by the ILDP Task Force in February and March.
The changes will be in effect for only one year, as the Task Force continues its work to redefine the mission, goals and outcomes for ILDP in FY 2010 and beyond.
[Note: Budget figures are approximate only, until the Legislature finalizes the State Library’s budget for FY 2009 (beginning July 1).]

Specific details:
- Competitive Grant Program – will provide the following grants
$5000 – 1 grant available
$2500 – 2 grants available
$1000 – 10 grants available
$ 500 – 10 grants available
Competitive grants will continue to be awarded based on identified needs, improvement to statewide interlibrary loan capabilities, continued local support and comparison to other grant applications.
All library types are eligible for competitive grants; libraries may apply for the specific grant amount that will best meet the needs of their grant. The evaluation requirements have been streamlined so that less paper and documentation will need to be submitted at the end of the grant.
- Lending Libraries/ Non-Resource Libraries – will provide grants of $2000 each to the 28 public libraries identified as providing the highest ILL support over the last 5 years (between 2002-2006) for Kansas libraries. These funds are intended to supplement local support of interlibrary loan service and can be used for staff, postage, courier, or other costs related to ILL service.
- Audiobooks, Music & More/ OverDrive program – the increased amount is reflective of the recent announcement by OverDrive that by June they will begin supporting iPods, iPhones, iTouch, Zune, and other MP3 formats. A Mac version of the OverDrive Media Console will be available. SLK will begin purchasing new titles in multiple formats to support demand. Usage of this service increases monthly and we anticipate the addition of iPod and direct MP3 formats will continue this trend.
- Current Resource Libraries will receive slightly smaller grants than in FY 2008. ALL restrictions on purchasing in specific collection development (or Dewey number) areas are removed. Resource libraries are strongly encouraged to spend ILDP funds to meet local patron needs.
Resource Libraries and Lending Libraries/ Non-Resource are NOT eligible to apply for competitive grants in FY 2009.
ALL GRANTEES are required to spend some percentage of their award on digital materials accessed through “Audiobooks, Music & More.”
Watch for an announcement that the FY 2009 Competitive Grant applications are available. Applications will be open from April 14 through June 13, 2008 from the State Library website [http://www.kslib.info/].

Q: Do Resource Libraries need to complete an application for ILDP grants?
A: No, disbursements to Resource Libraries occur annually. Only Competitive Grants require an application.
Q: Can libraries apply for ILDP grants in more than one subject area?
A: Yes, provided that they submit a separate application for each subject area.
Q: Where can a library find the ILDP Competitive Grant application?
A: The ILDP application is available online at:

Q: How does a library decide which grant amount to apply for?
A: Grants are available in the following amounts: $500, $1000, $2500, and $5000. Libraries should select the amount that most closely fits their project and budget.
Q: Will the percentage of an ILDP award that a Competitive Grant applicant sets aside for the "Audiobooks, Music & More" program be a factor in the decision to award the grant?
A: Competitive grants are judged and recommended by a committee of 3 judges -- generally chosen from members of the State Library of Kansas Advisory Board to represent several library types. The percentage will not play a deciding role in whether or not the grant is awarded
Q: What materials can be purchased with the percentage of ILDP grant funds that go to the "Audiobooks, Music & More" program?
A: ILDP funds can be used to purchase OverDrive audiobooks, ebooks, videos or music. Beginning in June MP3 formats will be available that are compatible with iPods.
Q: How will libraries make OverDrive selections for “Audiobooks, Music & More?”
A: When FY 2009 ILDP awards have been announced, grantees will be able to login to OverDrive's Content Reserve website to select items to add to the statewide program. Libraries needing logins and passwords, or assistance with ordering, will receive that information following their award notification.
