The regional is a division of the State Library, and is located on the campus of Emporia State University. Its function is to coordinate the services throughout the state, provide magazines directly to users, maintain a back-up interlibrary loan collection of books, make duplicate replacements for damaged tapes, provide reference service, and act as liaison between the Kansas Network and the Library of Congress.

The regional office also provides a full range of direct services to eligible patrons living in South Central Kansas.

Like all subregional libraries, the regional library offers a variety of presentations to groups.
